There are many problems with this, biggest being that the President gets to choose who gets the aid. Congress is supposed to control the purse strings. Trump is already doing pay-for-play. It’s legislating more power into the executive.
It's bizarre that a fund that doesn't legally exist gets $2.9 B and an agency that does exist (MCC) is not mentioned at all in the budget. Coincidence? I wish I knew.
